ORANGE COUNTY – ONE OF TWENTY
CHARTER COUNTIES IN NEW YORK STATE
Summer has drawn to a close, and along with the
change in the weather a new political season is
again upon us here in Orange County. This year’s
election cycle includes races for County Executive,
County Legislature, Town Supervisor, Town Council,
and Judgeships. Roadsides and front lawns will soon
be cluttered with campaign signs. Fundraisers are in
full swing; speeches, debates and letters to the
editor will establish a candidate’s position on
issues of concern to all the residents of Orange
County. The political process is exhilarating and
tests each candidate. But, before things get out of
hand; let’s get back to basics.
On Election Day, November 3rd, Orange County voters
will choose a County Executive and 21 County
Legislators. Most of us are familiar with the role
of County Government as the administrator of certain
State services on the local level; the Department of
Motor Vehicles, the Department of Social Services,
and the Court and Judicial System. The
administration of state services on the county level
is the major function of non-charter counties.
However Orange County, founded in 1683 and one of
the ten original counties of New York, is a charter
county. As a charter county, Orange County exercises
a significant amount of home rule power. This gives
the government of Orange County the ability to
develop policies and legislation tailored to the
local needs of its residents as long as such actions
do not supersede state law or the Constitution of
New York State
As a charter county, local needs can be addressed.
The New York State Constitution spells out a Bill of
Rights for Local Governments under Article IX.
County Charter Law, explained in New York State
Consolidated Laws under a discussion of Municipal
Home Rule, regulates how county governments
establish themselves as Charter Counties. The County
Legislature addresses a broad range of issues
effecting local communities; but county government
is often controlled by party politics, increasing
the importance of who we elect to govern on the
county level. All too often, in partisan situations,
the majority members act as rubber-stamps for a
strong executive. The minority party reacts by
initiating and promoting amendments to executive
proposals. This situation opens an issue to debate,
beginning a process by which differences between the
major parties is brought to the public’s attention,
and voters are given the opportunity to enter into
the discussion.
I am running for Orange County Legislator from the
9th District. As an elected representative I can
give a voice to the residents of this district in
the Legislature. I believe that a public officer has
a responsibility to listen to the voters; to pay
attention to their needs and concerns. I will
represent all the residents of this district,
provide leadership, and make decisions about County
issues that affect local residents as well as all
the people of Orange County.
